Case recap: Bribery exposed via whistleblower

This article entitled ”How letter in CPIB mailbox exposed case with 89 bribe recipients linked to waterproofing firm” published by The Straits Times on 28 June 2025 recounts a major corruption case in Singapore that was uncovered thanks to an anonymous whistleblower who dropped a letter into the Corrupt Practices Investigation Bureau (CPIB)’s mailbox in 2012.

The tip-off revealed a systematic and prolonged bribery scheme in a waterproofing firm, leading to one of Singapore’s largest corruption cases in terms of the number of recipients involved.

The firm’s director had paid approximately S$461,600 in bribes — labelled as “referral fees” — to 89 individuals, including managing agents and property contractors, between 2011 and 2014 to secure project referrals. Ultimately, 21 recipients were prosecuted, with several jailed and fined. The director himself received a 30-month jail sentence.
